Yes. Insurance companies pay a standard commission when someone enrolls through a licensed agent, whether you use one or not. My fee comes from that — never from you.

For a first Medicare enrollment, 3 months before your 65th birthday is ideal. If you already have Medicare, the Annual Enrollment Period (Oct 15 – Dec 7) is when most people review.
